What is a character certificate?

A short statement from an employer, college or gazetted officer that the named person is of good character and was not involved in any misconduct while under their charge. Police verification, government job applications and college admissions all ask for one.

Who can issue one?

Somebody who actually knows the person in the stated capacity — their employer, their principal or head of department, or a gazetted officer. A certificate from somebody with no connection to them is worth nothing and reads as such.

What period should it cover?

The period you can actually speak for. If somebody worked with you for two years, say two years — vouching for a stretch you were not present for is the part that makes these certificates untrustworthy as a class.

Is it the same as a police clearance certificate?

No, and the two are often confused. A police clearance certificate comes from the police and reports criminal records. This is a personal reference from an institution, and no employer should be told otherwise.

Can it mention a disciplinary matter?

It should, if there was one you are being asked about. A certificate that quietly omits a known matter is the one that damages the issuer when it surfaces. If you cannot vouch cleanly, decline to issue rather than soften it.

Does it need a reference number?

Use one. It makes the document traceable in your own records if somebody calls to verify it, which for character certificates happens more often than for most.

Is it free, and is there a watermark?

Can I issue one for a former employee?

Yes. State the period of association in the past tense — the wording here does that, so the reader is not left assuming the person is still with you.
